This first Work Programme of the Smart Network and Services (SNS) Partnership supports the following Key Strategic Orientations, as outlined in the Horizon Europe Strategic Plan: 

  • KSO A: Promoting an open strategic autonomy by leading the development of key digital, enabling and emerging technologies, sectors and value chains to accelerate and steer the digital and green transitions through human-centred technologies and innovations.
  • KSO C: Making Europe the first digitally led circular, climate-neutral and sustainable economy through the transformation of its mobility, energy, construction and production systems.

In addition, the Work Programme is expected to contribute to the following goal: 

  • Foster Europe’s technological leadership in digital technologies and in future emerging enabling technologies, by strengthening European capacities in key parts of digital and future supply chains, allowing agile responses to urgent needs, and by investing in early discovery and industrial uptake of new technologies.

You can submit proposals on the following topics: 

Stream A – Smart Communication Components, Systems and Networks for 5G Evolution Systems:

Stream B – Research for Revolutionary 6G Technology and systems

Stream C – Smart Network & Services experimental infrastructure

Stream D – SNS Large Scale Trials and Pilots (LST&Ps) with Verticals

Organisations eligible for funding under the Horizon Europe programme:

  • any legal entity established in a Member State or Associated country or created under Union law;
  • any international European interest organisation;
  • any legal entity established in a third country listed in the work programme.

The conditions regarding the legal form of the applicant and the partnership requirements vary depending on the call to which you are applying.

The total budget is EUR 240 million.

Breakdown by theme and estimated number of proposals to be funded:

STREAM A – Research and Innovation Actions (RIA)

  • SNS-2022-STREAM-A-01-01: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-02: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-03: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-04: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-05: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-06: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-A-01-07: The Commission estimates that the EU contribution will be €6 million per project. One projects is foreseen to be co-financed.

STREAM B – Research and Innovation Actions (RIA)

  • SNS-2022-STREAM-B-01-01: The total amount of funding is €24 million. The Commission estimates that the EU contribution will be €6 million per project.
  • SNS-2022-STREAM-B-01-02: The total amount of funding is €30 million. The Commission estimates that the EU contribution will be €6 million per project.
  • SNS-2022-STREAM-B-01-03: The total amount of funding is €25 million. The Commission estimates that the EU contribution will be €5 million per project.
  • SNS-2022-STREAM-B-01-04: The total amount of funding is €20 million. The Commission estimates that the EU contribution will be €5 million per project.
  • SNS-2022-STREAM-B-01-05: The total amount of funding is €23 million. The Commission estimates that the EU contribution will be €23 million per project. One projects is foreseen to be co-financed.

STREAM C – Research and Innovation Actions (RIA)

  • SNS-2022-STREAM-C-01-01: The total amount of funding is €25 million. The Commission estimates that the EU contribution will be between €5 and €10 million per project.

STREAM D – Innovation Actions (IA) 

  • SNS-2022-STREAM-D-01-01: The total amount of funding is €46 million. The Commission estimates that the EU contribution will be between €10 and €15 million per project.

Coordination and Support Actions (CSA)

  • SNS-2022-STREAM-CSA-01: The Commission estimates that the EU contribution will be €3 million per project. One projects is foreseen to be co-financed.
  • SNS-2022-STREAM-CSA-02: The Commission estimates that the EU contribution will be €2 million per project. One projects is foreseen to be co-financed.

The level of funding varies according to the type of action:

  • Research and Development (RIA) is funded at 100% for non-profit and 90% for profit entities.
  • Coordination and Support (CSA) is funded at 100%.
  • Innovation Actions (IA) are funded at a rate of 70% (except for non-profit legal entities, which are subject to a rate of up to 100%).
